The Locomotion breath is a warm-up to power breaths (ie. Wim Hof, Tummo). This gets the breath training moving by building steam and preparing yourself for the bigger breaths.
The Locomotion breath is a nasal inhale and exhale through your mouth. It's a faster breath, but the inhale and exhale are same amount of time.
For my practice, I like to start with a 3s inhale/3s exhale and as I build steam, I transition to a 2/2, and finally a 1/1.
I teach this breath before other power techniques because this helps maintain the good breathing habits. From my experience, I've seen people dive into Wim Hof or Tummo and develop poor breathing habits. This breath isn't about the off gas through the mouth. You're building the inner fire to super oxidation, but in a slower, more controlled way. You may still feel the tingly sensation as you progress through the gears, but that's you building conscious steam.
